You mention Hebrews 11:16 and Hebrews 12:22 but your belief suggests New Jerusalem is a futuristic yet-to-be reality, even though those 1st-century Hebrews were told that had already come to the Heavenly, Holy, and New Jerusalem.
New Jerusalem is futuristic. After the 1000 year reign of Christ on this present earth, the earth will be destroyed/burnt up and a New Heaven and Earth will be made. The New Jerusalem will come down from heaven, the abode of God to the New Earth and forever will be the abode of saints.
